Thales Belgium SA is a company which employs more than 470 people, consists of 2 sites located in Tubize (near Brussels) and Herstal/Soumagne (near Liège).

The Tubize site (GBU SIX**), which employs more than 300 people, is one of the Group's competence centers specializing in the design, development and supply of critical information systems for all types of platforms used by customers in the Defense, Security (including Cyber Security), Aeronautics and Transportation sectors.

Thales Belgium is recognized by domestic and international partners for expertise on products such as Radio Frequency (RF) Products, C4ISR, Crypto Global Solution, MACS (Aeronautical Intercom) and many others.

The Herstal site (GBU LAS***), which employs more than 170 people, specializes in the design, development, production and supply of weapon systems and ammunitions for use by customers in the Defense (MoD), Aerospace (OEM) and Land (OEM) sectors. Historically, this entity is one of the world's leading players in the field of airborne weapon systems. With the Guided Rocket in the portfolio additional market’s segments are now addressed like Ground-to-Ground applications or Counter-UAS.

Besides, the landscape of Thales in Belgium and Luxembourg, also includes:

AvioBook, a Thales company based in Hasselt, which is an international aviation software provider with the agility of a start-up and the vast resources of the Thales group. AvioBook, which employs more than 70 collaborators, is developing high quality, innovative solutions that extends Thales’Electronics Flight Bag Offer, ranging from full systems to state-of-the-art application.

Thales Cyber Solutions (TCS), established in Belgium and Luxembourg, is a cyber-security consulting and technology Integration Company with activities and partnerships in France, Senegal, Morocco. TCS, a Thales company, employs more than 200 people acting in the information security domain.

Last but not least, Thales is also represented via its JV Thales Alenia Space (more than 500 people in Belgium), and Thales also maintains a permanent presence in Brussels to serve the European institutions and NATO.

All in all, Thales has served the Belgian defence, security, aerospace, transportation and space markets for more than 50 years.

Today the Group employs more than 1,200 people across nine sites in Belgium (Herstal, Tubize, Brussels, Charleroi, Hasselt, Leuven, Zaventem and Hasselt), and in Luxembourg (Contern).

In this context, for Thales Belgium (Tubize/Herstal sites mainly) is looking for a:

Talent & Learning Partner

Mission:

As Talent & Learning Partner, you are responsible for ensuring the relevance of the proposed learning & training solutions in order to meet the business challenges in terms of knowledge and skills development in your scope.

As part of the strategic plan "Towards 2030", the Thales Group has made a priority to become a learning company, with the objective that each employee completes a minimum of 60 hours of learning per year by 2030. As a Talent & Learning Partner, your main mission will be to develop and implement a robust Learning policy and practices for our entities by collaborating with the others Belgium & Luxembourg companies. Your role will be crucial to ensure that this vision is achieved in an effective and impactful way, aligned with both the overall company strategy and the local operational and business needs.

In this position, you will work with the other HR team members and you will report to the HR Director of the company.

Your mission will be carried out mainly on Tubize & Herstal sites (with ability to travel regularly domestically and occasionally internationally).

Main Responsibilities:

  • Help make Thales Belgium a learning company within the “Thales Towards 2030” strategic plan, ensuring the relevance, effectiveness and compliance of learning policies and solutions, with the objective of a minimum of 60 hours of learning per employee by 2030, taking into account a local context of strong transformation and growth.
  • Lead and conduct Learning & Training, Talent Management, Skills Management, Culture, Diversity & Inclusion actions and projects at Thales Belgium, and across the BELUX perimeter, in close collaboration with the group central teams, HRBPs, business leaders/managers and the Technical Directorate. As such, you will be part of DGDI**** Talent & Performance network.
  • Contribute to and support the local deployment of the Talent & Performance and Learning strategy and governance, including the relationship and use of Thales Academies.
  • Organize the monitoring and development of key talents and expertise to secure continuity and performance in the short and medium term (including coordination for selective programmes).
  • Design, structure and lead the annual training plan in uLearn (Cornerstone), aligned with teams needs and strategic priorities (skills mapping, critical skills anticipation, reskilling/upskilling). Ensure operational deployment and associated reporting including some administrative tasks.
  • Build a multimodal learning architecture (digital, classroom, blended, communities of practice, mentoring/coaching, learning in the flow of work) and role-based/expert learning paths.
  • Ensure compliance and reporting on the Belgian Federal Learning Account and other applicable legal obligations; produce regulatory reports and support audits.
  • Measure learning impact (KPIs, ROI, NPS) and drive continuous improvement actions.
  • Co-run Talent and Skills Reviews (preparation, data collection/analysis, facilitation, communication/action plans) and support Performance campaigns (calibrations, development plans, skills progression).
  • Identify and monitor specialists/experts and high potentials; co-build succession plans for key roles; coach managers in assessing and developing their teams.
  • Facilitate expert communities in partnership with HRBPs/Technical Directorate.
  • Lead professional development and certification programs (e.g., IPMA or equivalent) and promote standards of professionalization.
  • Build and maintain relationships with strategic schools and universities; coordinate recruitment events (job fairs, campus actions) with Talent Acquisition for graduates/interns/apprentices programs.
  • Manage learning budgets (planning, tracking, optimization), select vendors and assure content quality.
  • Use HR and Learning systems (uLearn/Cornerstone, Workday, PowerBi) to enable data-driven decisions and reporting.

Profile:

  • You have a Master degree in Human Resources, Organizational Development, Work Psychology or a related field;
  • You have at least 6 years of experience in managing training and talent development projects, ideally in a high-tech or industrial environment;
  • You are proficient in French and in English (Dutch considered as a plus);
  • Strong experience in coordinating and managing learning projects, with the ability to ensure concrete deployment of training initiatives;
  • Proficiency in training management tools and platforms, in particular uLearn (Cornerstone) or similar systems;
  • Excellent communication and presentation skills, proven interpersonal relationship management skills, and the ability to influence and mobilize teams at all levels of the organization;
  • Certifications in training management or talent development can be an added advantage;
  • Ability to work closely with various HR colleagues (e.g. HRBPs and Recruiters) at both local and Group level;
  • Passion for learning and development, with a constant desire to promote a culture of innovation and continuous improvement;
  • Attention to details and willingness to perform administrative activities linked to training management;
  • Strong ability to work autonomously and proactively, with a mindset oriented towards achieving strategic objectives and delivering;
  • Good knowledge of the legal obligations regarding training and development in Belgium, including the management of the Federal Learning Account.

Notes:

  • You are willing to share your working time (full-time position, on payroll) between the sites of Tubize and Herstal, and to travel to other sites of the Group in Belgium and Luxembourg (and occasionally in France/Europe).
