Oracle Health Government Services is hiring a Lead Learning Consultant to support the delivery of the VA Innovative Technology Advancement Lab (VITAL) program.
This role plays a critical leadership position within the Value Realization workstream, serving as a mentor, instructor, and program contributor responsible for guiding VA participants through advanced analytics, performance improvement, and applied Capstone project execution within the Federal EHR.
The Lead Learning Consultant works collaboratively with Oracle Health, VA leadership, and multidisciplinary stakeholders to ensure consistent, high-quality instructional delivery, effective Capstone mentorship, and measurable participant outcomes that support VA’s healthcare transformation. This role will also have scope for deployment delivery within their area of expertise (clinical, performance improvement, and/or reporting and analytics).
As a recognized authority and leading contributor within their practice, this senior-level consulting position provides consistent, high-quality and innovative instructional and solution leadership within the VITAL program.
The Lead Learning Consultant is responsible for instructional delivery, and applied project execution across VITAL cohorts. This role ensures high-quality, integrated learning experiences and Capstone outcomes within constraints of program timelines, participant readiness, and Federal EHR capabilities.
The position blends consulting leadership, instructional facilitation, and hands-on analytics mentorship, guiding participants through complex, non-routine performance improvement challenges using Federal EHR data and reporting tools.
Responsibilities:
Program delivery and session facilitation by co-facilitating cohort sessions, ensuring consistent delivery of curriculum and learning objectives. Reinforce instructional content through real-time facilitation, guided discussion, and hands-on exercises. Assists participants with Federal EHR reporting tools, analytics platforms, and data interpretation activities. Collaborates closely with VA leadership and instructional teams to maintain alignment across sessions, cohorts, and delivery models. Provides practical examples, contextual guidance, and just-in-time instruction to strengthen comprehension and applied learning.
Capstone project mentorship guiding teams through the full project lifecycle, support teams in navigating Federal EHR reports, key metrics, and data structures to drive evidence-based decision-making. Facilitate recurring Capstone meetings, track progress against milestones, and reinforce accountability. Identify risks, operational barriers, or team challenges and recommend corrective actions. Escalate issues to VA leadership as appropriate and provide routine status updates.
Consulting leadership and stakeholder engagement Analyze participant and program needs to ensure delivery aligns with VA objectives and Value Realization goals. Apply industry best practices, analytics expertise, and healthcare domain knowledge to solve complex, non-routine challenges. Influence participant and stakeholder decision-making through data-driven insights and structured facilitation. Serve as a trusted advisor to VA participants, reinforcing performance improvement and change management best practices. Support program evolution by contributing feedback, lessons learned, and content refinement.
Analyzes business needs to help ensure Oracle solution meets the customer’s objectives by combining industry best practices, product knowledge, and business acumen. Exercises judgment and business acumen in selecting methods and techniques to deliver functional and technical solutions on non-routine and very complex aspects of applications and technology installations. Provides direction and mentoring to project teams, and effectively influences customer leadership on key decisions. Supports the business development efforts by pursuing new opportunities and extensions. Collaborates with the consulting sales team by providing domain expertise. Resolves complex customer issues by recommending and implementing solutions. Demonstrates expertise in multiple business processes across two or more product families or ability to architect and design technology solutions encompassing multiple products and make decisions based on impact across the stack.

US: Hiring Range in USD from: $97,500 to $199,500 per annum. May be eligible for bonus and equity.

8. Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. Expectations

Qualifications
• 8–10 years of experience relevant to healthcare consulting, analytics, performance improvement, or informatics roles.
• 4+ years of consulting experience preferred.
• Bachelor’s degree in a clinical discipline, health informatics, data analytics, or related field OR equivalent experience.
• Demonstrated expertise in analytics, reporting platforms, and healthcare performance improvement methodologies.
• Proven ability to facilitate adult learning in virtual or instructor-led environments.
• Strong communication, influencing, and stakeholder engagement skills.
• Ability to obtain and maintain the appropriate government security clearance.
• U.S. citizenship required due to client contract requirements.
Preferred Qualifications
• Familiarity with VA operations, Federal EHR workflows, and federal reporting requirements.
• Experience mentoring or coaching multidisciplinary teams through analytic or improvement initiatives.
• Ability to design and guide solutions spanning multiple tools, reports, and data sources across the analytics stack.
