Key Responsibilities
- Lead complex learning needs assessments and design scalable learning solutions across multiple modalities
- Design, develop, and maintain learning products including assessments, job aids, performance support tools, eLearning (CBT/LMS), ILT/vILT, and webinars
- Support enterprise deployments, sustainment efforts, and client-specific learning requirements
- Apply advanced instructional design methodologies and adult learning principles across the full learning lifecycle, including continuous improvement based on data and feedback
- Leverage AI strategically to enhance learning design, development, and operational efficiency
- Ensure all learning solutions meet Section 508 accessibility standards and organizational compliance requirements
- Troubleshoot and resolve technical issues related to learning products and LMS deployments
- Partner with project leadership, stakeholders, and SMEs to ensure training readiness and successful deployment at client sites
- Provide guidance and mentorship to Agile learning team members
- Communicate project status clearly to stakeholders, proactively identifying risks and ensuring alignment
- Operate effectively within Agile and continuous delivery environments
Required Skills
- Advanced instructional design experience (e.g., ADDIE, SAM) across blended learning environments
- Experience designing learning solutions for large-scale technology implementations
- Proficiency in converting learning assets (e.g., Captivate to Articulate Storyline)
- Strong application of adult learning theory and learning science principles
- Expertise in learning product lifecycle management and systems thinking
- Experience leveraging AI to improve scalability, efficiency, and innovation in learning solutions
- Strong executive-level communication and stakeholder management skills
- Excellent organizational, communication, and interpersonal skills
- Ability to manage multiple priorities and meet deadlines in a fast-paced Agile environment
- Proficiency in LMS content upload, deployment, and reporting
- Experience ensuring accessibility (Section 508) and compliance standards in learning solutions
- Advanced proficiency with tools such as Articulate Storyline, Captivate, SCORM/xAPI, SharePoint, JIRA, and Confluence
Qualifications
- Bachelor’s degree in Instructional Design, Education, Learning Technologies, or a related field (advanced degree preferred), or equivalent experience
- 6+ years of relevant experience in instructional design, adult learning, and learning solution development
- Experience supporting enterprise learning programs, preferably within healthcare IT (HCIT) or large-scale IT transformation environments
- Experience working in regulated or federal environments preferred
- PMP, ATD, and/or ISPI certifications preferred
- Must be a U.S. citizen and eligible to obtain a Public Trust clearance
- Ability to travel to customer sites as needed

The Instructional Designer and Developer (IDD) leads complex learning initiatives supporting a large-scale Federal electronic healthcare program. This role assesses training needs for complex workflows, workflow adoption, and defines blended learning solutions and approaches, ensures scalability and innovation across the learning product lifecycle, aligned to the client’s operational needs.

US: Hiring Range in USD from $25.48 to $60.63 per hour; from: $53,000 to $126,100 per annum. May be eligible for bonus and equity.

8. Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
