We are seeking a highly organized and collaborative Project Manager to support a portfolio of Federal Learning and Change Management consulting engagements. This role focuses on coordinating delivery operations across multiple projects while maintaining visibility into forecasting, financial tracking, and operational performance that support successful consulting delivery.

The Project Manager will partner closely with consulting leaders, program managers, and finance partners to help manage forecasting activities, track project performance, and support operational reporting across the portfolio. This role plays an important part in ensuring projects remain organized, financially aligned with delivery plans, and supported with accurate forecasting and reporting.

In addition to supporting engagement-level forecasting and operational coordination, the role will assist with portfolio reporting, operational initiatives, and special projects that support the continued growth and effectiveness of the Federal Learning and Change Management organization.

The ideal candidate is a strong communicator and problem solver who can manage multiple priorities, bring structure to complex workstreams, and help teams stay aligned across large consulting engagements.

Key Responsibilities

Project Coordination & Delivery Support

  • Support the coordination of multiple Federal Learning and Change Management consulting engagements, ensuring project timelines, deliverables, and dependencies are clearly tracked.
  • Work closely with delivery leaders and project teams to maintain visibility into project progress, key milestones, and upcoming activities.
  • Maintain project plans, dashboards, and tracking tools that support day-to-day delivery coordination.
  • Identify potential risks, scheduling conflicts, or resourcing challenges and work with team leaders to help address them early.
  • Ensure project documentation, status updates, and reporting remain current and consistent across workstreams

Forecasting & Financial Coordination

  • Establish and maintain governance processes that ensure financial transparency, accountability, and operational alignment across multiple workstreams.
  • Provide oversight and reporting for various projects, ensuring program goals, financial performance, and milestones are clearly tracked and communicated.
  • Coordinate financial and operational inputs across projects to maintain an accurate portfolio-level view of performance and delivery status.
  • Support leadership in prioritizing and managing ad hoc initiatives, strategic projects, and cross-portfolio operational improvements.

Project and Program Management

  • Manage and coordinate complex initiatives that span multiple teams, ensuring timelines, dependencies, and deliverables are clearly tracked and managed.
  • Develop and maintain integrated project plans, dashboards, and reporting mechanisms to monitor progress and support decision-making.
  • Facilitate cross-functional collaboration between finance, delivery teams, operations, and leadership to ensure alignment on priorities and project outcomes.
  • Drive operational improvements and standardization across workstreams where opportunities exist.

Executive Reporting & Strategic Insights

  • Develop concise executive-level summaries and reporting that communicate portfolio performance, financial trends, risks, and opportunities.
  • Translate complex financial and operational data into actionable insights for business line leadership.
  • Prepare briefing materials, presentations, and dashboards to support leadership reviews and strategic planning.
  • Ensure stakeholders at all levels have clear visibility into project performance and portfolio health.

Team Leadership & Collaboration

  • Foster a collaborative, high-performing team culture focused on accountability, transparency, and continuous improvement.
  • Partner with delivery leaders to align team goals with broader organizational objectives and financial targets.
  • Support the development of team members through coaching, mentorship, and knowledge sharing.
  • Encourage cross-functional collaboration and maintain strong relationships with internal and external stakeholders.

To Be Successful in This Role

  • Demonstrated experience managing revenue and/or margin performance, financial forecasting, and operational efficiency within complex portfolios or programs.
  • Strong project and program management capabilities, including managing multiple workstreams and competing priorities.
  • Proven ability to analyze financial data and translate insights into strategic actions.
  • Experience overseeing portfolio-level reporting and executive communications.

Range and benefit information provided in this posting are specific to the stated locations only

US: Hiring Range in USD from: $87,000 to $178,100 per annum. May be eligible for bonus and equity.

Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

Qualifications:

  • Minimum of Bachelor's Degree in Business, Management, Healthcare Administration, or related field
  • 6+ years total combined work experience, including people management, operational management, consulting management, project or program management
  • Must be U.S. citizen and be able to obtain a Public Trust clearance
  • Knowledge of the use of Microsoft Office Products and related applications
  • Able to travel to customer sites, when required
  • Be able to work irregular hours as needed and allowed by local regulations

Preferred Qualifications:

  • Experience with learning, and/or change management experience, preferably health care information technology (HCIT) consulting with a major healthcare organization or large-scale IT transformation project
  • Certification: Project Management Professional (PMP), Certified Scrum Master (CSM)
  • Experience with contract and scoping
  • Experience with Federal or Public Sector customers
  • A strong health care acumen

Expectations:

  • Willing to travel up to 25% as needed
  • Operates independently to provide quality knowledge sharing regrading products, industry best practices, local and state regulations, and their impacts to a project engagement.
  • Performs varied and complex duties and tasks that need independent judgment, to provide continuous education surrounding, but not limited to Oracle products and technology, industry best practices, local and state regulations.
